After April 2006, the mass expulsions and repression ceased. The authorities returned to their normal routine of small scale arrests and expulsions of active students, done in a quiet way, using false pretexts such as “poor academic performance.” It is harder now for one to prove that he or she is being repressed for political reasons. This past fall and winter, during a new wave of mass repressions targeting those active in local elections campaigns, the Kalinousky Program once again drew public attention. Rumor had it that only those young activists who were arrested and spent at least several days in prison were eligible to the program.
